Alaska Heating Assistance Program (HAP) — LIHEAP & Alaska Affordable Heating Program

HAP covers home heating costs for low-income households through LIHEAP (income up to 150% of federal poverty guidelines) or the Alaska Affordable Heating Program (150-225%). Applications open September 1 each year; regular Heating Assistance runs October 1-April 30, and Crisis Assistance (for households out of fuel or facing disconnection/eviction) runs September 1-June 30. 2026-2027 monthly income limits: 1 person $3,739, 2 people $5,071, 3 people $6,401, 4 people $7,733, 5 people $9,065, 6 people $10,395 (+$1,331 per extra person). Submit the application by mail, fax (888-269-6520), or email (hss.dpa.offices@alaska.gov); there is no in-person DPA office in Kotzebue, so mail/fax/email or the Virtual Contact Center (1-800-478-7778) is the practical route.
